Hope is the only thing stronger than fear. A little hope is effective. A lot of hope is dangerous. A spark is fine, as long as it's contained.

THE HUNGER GAMES[12]
The Hunger Games rules
- The last one standing wins [1]
- Don't make the capitol look stupid [2]
- Don't train for it, even though that rule doesn't seem to be enforced [2]
- Once in the arena, You may not leave your platform; you may not even move until that time has elapsed. If you do land mines will ensure you're dead [3]
- even though this isn't an official rule it can decide between life and death, Be entertaining after all the games are held fro the Capitol's enjoyment. If you are boring, you won't get much camera time. So that means the sponsor wont notice you and you wont get any gifts that can save you from death. [13]
-Another unofficial rule that will/can decide your fate is to be honorable. Sure sneaky, dirty tricks will keep you alive but it will not get you sponsors. [4]
To ensure your survival in the games play the game the Capitol has designed it. Never make anything you do in the arena look like you are mocking the Capitol. From time to time the Capitol will kill a tribute, just to remind everybody that they can. [4]
The Capitol
Panem
Panem is the future ruins of North America. Panem is divided into 12 districts.[7] The Capitol of Panem is a technologically advanced, Utopian city where the nation's wealthiest and most powerful live.[8] the 12 and previously 13 districts are ruled by the Capitol. The Capitol is led by an evil man, President Snow. The Capitol is located in the northwestern section of the former United States of America, west of the Rocky Mountains.[8] The Hunger Games are there to remind the districts of the dark day (the war when they lost a district) and to remind them of the power they have over the districts. The Capitol has a peculiar style sense and behavior.
